Yes I know that Cuba, the DPRK, and China have their own distros, but they're pretty specific to the language and networks of those countries. I use linux because it's free and open source but I use one of those distros that is privately owned and I'm thinking of upgrading to something that is truly communally owned but also has good compatibility with software, especially scientific software. Any good recs please?

Yes Fedora is under significant control of IBM and The Linux Foundation had to fire Russian devs due to US sanctions, the Debian SPI (Software in Public Interest) in New York is a non profit that only manages legal and financial support for Debian such PayPal, USD donations and Tax deductibility, etc.

Debian itself is not under US jurisdiction (follows only its constitution and other contracts) and the US SPI has absolutely no authority over Debian Developers, Maintainers or any technical non technical decisions and given all these decisions and funding are transparent and strictly open source, little room for backdoor coercion or sanctions enforcement on the international entity.
