You don't actually have to be a citizen to join the US military. Permanent Residents (Green Card holders) are eligible to serve. They are also required to register for Selective Service and can be drafted.

Back on the day, green card holders had to register for selective service as well. So it could be obligated instead of eligible if the reinstituted the draft.
