Because he understands that electoral politics doesn't care about your jurisdiction or the nuances of process. He is doing a leftist trump, or essentially what a lot of pink tide leaders have done in the past: say bunch of popular things you have no way of achieving but that aren't really high stakes, most people will remember you said them, but not care enough to keep you accountable for them.
