He is untouchable. He's retired, he's free to do whatever he wants. Hegseth is trying to do a 3D chess move by saying that since we are in an emergency situation, he can call Kelly back to active duty and while being in active duty, he can be court martialed for insubordination for saying bad things about Trump. It's a complete BS move that won't work.
