I'm no arborist, but I think the reason the branches get too tall and break easily is because you're pruning it wrong. It's so desperate to grow that it's sending up water sprouts instead of having proper branching.

No the tree was too big growing over the road it hadn’t been cut in the 15 years no one lived here; those stick looking things sticking up will be cut shorter as well.
