A person undergoing a working treatment plan should be allowed a second chance in society.

If someone lacks the mental faculties to be held criminally responsible than they should have to complete it first. But yea no shit. I know you're just reddit dunking but come on dude. 28 years ago they'd be facing the death penalty.

The death penalty was abolished in Canada in 1976 except for cases in military law so more like fifty years ago.

Ah yea I'm referencing the 1998 military one. Which I was alive for but not old enough to remember that detail I guess.
