From my limited testing I did just now I did not get any ads on the official YT app, usually it's 2 per video at least.

No idea on the Albanian law part, but ad stacks can have tiny demand in certain GEOs, and western advertisers don’t want to pay for impressions there so they geo block them.

It doesn't seem to work for me in the app. In the browser I already didn't have ads, even without VPN.

I use a VPN and depending on which country I'm using, my podcasts don't have ads either.
