No, it isn't.
The woman on the left has planned on being seen that way.
The woman on the right hasn't.
Same way you have no issue when someone sees you sitting in front of your computer at the office.
But if someone suddenly barged into your room at 2am, you'd feel it as a violation of your privacy.
Even if you may be doing and wearing the exact same things.
