In what capacity was NATO involved?

Israel receives their explosives from NATO countries through the NATO supply chain. Manufacturing is mostly done in the US but the explosives are probably made by Nitro-Chem in Poland. Logistics are handeled by the rest of the NATO supply chain. Every explosion you see is only possible because of full NATO backing for Israel.

The other sources I could find indicated it was Israeli forces that blew it up.

Same thing.

Was there any stated reason as to why the water station was blown up?

"Now go and smite Amalek, and utterly destroy all that they have, and spare them not; but slay both man and woman, infant and suckling, ox and sheep, camel and ass. "
