What does repeating mean in this context? It looks like a regular bolt action.

In this time period, before proper self-loading rifles became widespread, "repeating" usually referred to it being magazine-fed (in the Vetterli's case, a magazine tube under the barrel, more like a shotgun, this was a pretty common choice for early bolt-actions) - in the age of single-shot muskets, being able to shoot several rounds without reloading, even if there was a manual bolt cycling step in-between, was a major enough improvement to merit the "repeating" title. This was also commonly used for lever-actions - the full name of the Winchester company was "Winchester Repeating Arms Company"
