Probably safe to assume that by housing affordability he means affordability of mansions and by cutting red tape he's referring to getting rid of regulations stopping him from sucking up whats left of the Murray Darling..

You should know by now, that Liberal politicians in particular talk out of the side of their mouths - Angus definitely wants to make (some/new) housing affordable so that he can add a shit-tonne more to his portfolio and continue to rob the working class blind through rent-seeking.
