I don’t really understand why the law limits these vehicles to 45 kph

they have no impact protection. Nothing, The doors are even plastic.

This thing is just a version of a mobility scooter.

That was 45 instead of 50. I don't think that would make a huge difference.
This thing is allowed to drive 130 km/h here, and has even less protection.
