Valve operates a very "flat" hierarchy, with no middle managers.
There's Gabe and then there's everyone else.
This doesn't make Valve proof from unscrupulous kowtowing by any means, but Gabe has historically been moderate.
They've always followed a policy of following the laws of the countries they operate in, and in that way you could expect them to bow to the CCP, but only in China.
For instance, I don't see them suddenly banning all images of Winnie the Pooh in the rest of the world just because they make Dear Leader uncomfortable.
