Why wouldn't he be able to send more warships? AFAIK the only legal limit imposed on the Presidency is a 60 day limit on how long they can deploy troops without declaring a war. However, this has been mostly ignored by US Presidents since the law was passed decades ago. The only part of that law they do follow is notifying Congress.

I honestly don't know. I can't say I'm an expert, it was more of an educated guess. Maybe it's difficult to justify sending more seeing as they've already declared victory...
