Honestly I think it's more accurate to say that this was a demand by Washington rather than a choice made by Zelensky.

On the vessel priority list Ukraine is below Israel by a wide margin.

I don't believe a word of what Trump says here. The US saying they don't need Ukranian drones is just to further mask the fact they are losing this war, and Zelensky acting like this is an act of autonomy is probably meant to keep up the charade against Russia winning his own conflict.
