The optional birthDate field gives other projects a standardized data source for age verification compliance.

You aren't wrong to suspect the timing. They have been working on a variety of bills to work on the KYC aspect of the business. This major push, along with Android Developer Verification, are the ways the corpos want remove any anonymity.
