Gotta do some guerilla grafting and cut it low and graft a fruit bearing variety to it. Problem solved

it would seem like city gov'ts would simply prune off the fruit bearing branches
Probably assuming they know what they're doing. I feel like if someone wore a High Vis vest and was messing with a tree, no one would question it.
