So anyone who can't speak English definitely isn't English? What about people who regularly visit the country their parents came from?

English is not a race.

Correct, it's an ethnicity, like Somalians, Armenians, Igbo, Dutch, Quechua, Koreans, etc.

Being able to speak English, and having a white skin does not make me English, because I don't share history nor culture with the English.

If you have an issue with black and brown people in your neighborhood then you need to look at the history of white English people going and taking resources and people from where they where and placing them elsewhere.

Let's say I am English - why could I not complain about non-English people (again, that does not relate to skin colour) supposedly fucking up my neighbourhood? What does that have to do with someone from my culture doing something bad back in history?
