Is there anything more on the source from the New York Times? like which military officials are saying so, and if its official policy from Israel or some more than usual level of extremism in the Israeli military leadership?

For the same reason as we require proof of Israeli claims of Hospital being used to house military personel.

No, it's very different. You should definitely be able to justify bombing a building, you need less to justify double check that others aren't being hurt by a bully.
