That's not a stray. It's just someone's cat without a collar.
Well in my city there are a lot of stray cats like that. So I think it is stray as it just wanders and sleeps around our apartment.
In my city not many adopt cats and let them into their houses. When they do, they usually won't let the cat out as it would just run away and never come back. Instead many people feed stray cats and take care of them without letting them inside. At least the traditionals are against letting animals inside the house. What I mean is that this cat is free. Again, because normally people have good behavior with cats here, most of the cats I saw are friendly and healthy.
