Depends on the context.
When i say for example "Have a nice day :)" its nice but when i say "i hope your pillow is wet tonight :)" i would count it as passive aggressive.

Same, I always saw it as being friendly rather than passive aggressive
oh damn, I didn't know people thought that was passive aggressive. Great, something else to over think about
