Haven't followed him but he's a bicycle travel vlogger, from his title it looks like it's his second second time riding into Vietnam and he's 19 days into the trip. He bumped into some Vietnamese soldiers near Điện Biên Phủ, they seem to be returning after target practice (those US soldier characters on the targets seem to indicate that lol).
