Well yeah, cats should be the biggest tourist attraction where ever possible. Cats are the cutest creatures ~~that kill between 1.4 to 3.7 billion birds and 6.9 to 20.7 billion mammals annually~~ ever. Who wouldn't want to fly to a diffent country to cuddle with those loveable ~~deathmachines~~ fur balls.

If your city has a "Hot Air Balloon Festival", then it is a boring city.
If you can't find joy in a hot air balloon ride, you're a jaded, cynical pessimist... or an elitist, which is worse.
