This was totally the response to Y2K. We spent billions to prevent catastrophe, then nothing bad happened, then everyone was like, "we've been had!" I didn't hear anyone say "well, we really handled that one well!"

I believe this is the same thing that caused the anti-vax movement.
It's also the same response people have to government.
"When you do things right, people won't be sure you've done anything at all."
That's why you've gotta unplug something once in a while when everything is quiet. Rack up some easy wins.
