This was totally the response to Y2K. We spent billions to prevent catastrophe, then nothing bad happened, then everyone was like, "we've been had!" I didn't hear anyone say "well, we really handled that one well!"

I believe this is the same thing that caused the anti-vax movement.
It's also the same response people have to government.
"When you do things right, people won't be sure you've done anything at all."
