This article is just… predominantly nonsense. There’s nothing of substance that’s actually explained at any meaningful level of detail. This is in the same realm as “it’s not a big truck; you can’t just dump something on it”

I'm not exactly clear on what they established this seems like a project is planned but nothing is in place yet.
