Even if misguided, the Trump administration’s tariffs are intended to encourage manufacturing in the US instead of sending those manufacturing jobs overseas.

No, the tariffs are not “misguided” — they’re intended to extract bribes from countries and companies. Stop pretending that there’s a rationale other than that.

I think we need to be making more use of the word "ostensibly".

ostensibly intended to encourage manufacturing in the US instead of sending those manufacturing jobs overseas.

That reads much better to me.

Fair, but in journalism you can just write “Trump says the tariffs are to encourage manufacturing in the US…”

Unless the journalist is a mind-reader, they don’t know what Trump thinks.
