Looks like powdery mildew to me. A fungicide should clear it.

Looks like mealybugs: https://en.m.wikipedia.org/wiki/Mealybug Keep them away from other plants and spray them with solutions against said bugs.

Mealy bugs are much bigger than this. This almost just looks like water residue on the leaves.

Not necessarily. At the beginning of the infestation the bugs themselves are very small and don't move much. I had an infestation two years ago.
