Pretty much zero chance this was a mistake.
The mayor and most of the Dutch establisment at the time lined up to denounce and smear their own citizens, claiming pogroms and 'jew hunts' despite anyone with a Twitter account or in a Euro football Whatsapp group being able to plainly see the opposite. A hardcore of Maccabi fans went into predominently Muslim areas to vandalise businesses, houses, and attack people on the street why shouting racist slogans. When people fought back Israel cried pogrom.
We know that members of the Israeli intelligence state travelled at the very least with the team, if not the fans. Israeli state propoganda had already been ramping up bogus repots based on Maccabi fans starting trouble at previous games. Israel has a long history of funding far right football hooligans across Europe, and here in the UK where they've historically backed 'Tommy Robinson' and his EDL as well as other groups, to act both as destablising forces, to target Muslim populations, and to push Islamophobic narratives that Jewish people are only safe in Israel.
Even the fights in the stands of stadiums were well documented and filmed, showing Israeli fans instigating, ganging up on local fans who were on the floor, and at one point even scrapping with a member of security. Politicians and people from the club and competition then went on television and said the exact opposite happened, completely ingnoring the footage and providing no evidence for their own assertions. When fans tried to contact the stadium security and police with video and information, they were told they didn't want it.
