It's really weird not to specify if it was a member of the crowd or an occupant of the vehicle who had the gun shot wound.

The driver was shot. Apparently the crowd attacked him afterwards. Police aren't saying if he was shot first, but they have a description of the shooter, which unless they saw him get shot somewhere else implies the shooting was after the crash?
This is horrendous reporting. There was a taco truck or maybe taco cart, but they were selling hotdogs...
To be fair, I've seen the bacon-wrapped hotdog carts here in SF also selling street tacos, so it could be both.
Yeah everyone has tacos these days. Even the White House.
