Looks like a digital zoom with a shitty smoothing effect on top to me as a "quality enhancing compression".
I've seen that kind of crap from a lot of the cheap phones.
I'm already so bored of this being the trend of the future having to scrutinize every picture and video for some shred of truth.

Looks like a low res cam + shadow to me. Matches up with the direction of light for the shadow cast on the wrist.
There's also a suspicious transition between the myriad irregular street lights transitioning into branches that are parallel to the ground.
Seeing that, I’m leaning more towards AI generated now.
The crosswalk lines are also haphazard and not quite lined up
If anything, that tells me a human painted those lines and gives merit to being a legit picture. Personally, I believe it's a real picture with cellphone post processing on a digital zoomed in shot. Seriously people, don't zoom... Just get closer if you can.
Those lines are generally painted with some sort of template, the short ends should at least line up in perspective, but some of them look like they would be parallelograms or trapezoids viewed from above rather than rectangular stripes.
Additionally, the two big white squares by his legs don't seem to make sense. Like an AI algo has seen big white shapes by legs near intersections, and added them there. But those should correspond to another crosswalk closer to camera and they are just floating there.
Then, the thin white stripe by his leg is implying a crosswalk that is lined like a pathway, i.e. two stripes in line with the sidewalk that you walk between. However the full crosswalk we see is lined like "steps" that you walk across like the Beatles album cover. In general you would expect a city to have these consistent at the same intersection.
Not making a judgement here, but those do strike me as odd and in line with mindless AI image creation

Yep. I can't seem to get my white friends to care at all. It's fucking trash. That being said, the Asian community has been a fucking letdown too.
I mean, all the asian people I know are both pissed and terrified. Being scared can keep people pretty reserved.
That's reassuring. The agents here are a weird mis of latino, asian, and white. And then when canvassing businesses about knowing your rights the kids we've run across that are asian have rolled their eyes at us and walked off.
One of my Chinese immigrant coworker keeps talking about growing up in China, and the fears and uncertainty she and her family experienced. She's seeing parallels and she's worried.
