My dog does this because he wants you to scratch his armpit. When he's done with the one armpit, he'll switch so you can do the other one.

That is so cute. I only know one dog that also wants their paw held while petting. Would love for a cat to let me touch their feetsies.

How do you know if the tail movement is angry or happy?

That's a happy little wiggle. Both her and her brother do this. Angry is not as "smooth" if you know what I mean
