I expect primary targets to be areas with the classically-homeless encamping and crapping on sidewalks. But law-abiding houseless folk could get caught in the net where local hardliners feel emboldened by the EO. As the saying goes "It's not your fault but it's your problem".

Reminder: I maintain a list of cities with laws that affect vehicle dwellers.

There’s a line in there about ability to institutionalize (paraphrasing) anyone with a mental disorder they deem a threat to themselves or the public, regardless of homelessness. If they make being trans or LGBT+ a mental illness will they start rounding up gay people?
