I don't know what this is referencing, but there is a suprisingly large subset of 'StarSeed' type people, who actually do believe they are ... either via genetics, soul-cycle-incarnation, or something like that...

They basically actually do think they are aliens.

Lots of cults pop up around this idea, Teal Swan, Romana Didulo: the 'Queen of Canada'... more than just Scientology.
