We should make the world more whimsical. Completely legalize piracy on the high seas....as long as said piracy is performed entirely using 17th century tools and equipment. We'll have wooden caravels trying to capture giant oil tankers! It would be hilarious!

That's a pointlessly high barrier to entry. The Somali pirates made-bank using dinghy's and John-boats to board and take Oil Tankers/Cargo-ships hostage. Often stolen or borrowed from their communities.
You get your Letter of Marque after you've made a name for yourself - its to keep the country that issues it from being the ones to sink you, in exchange for not attacking ships flying their flag. Very little that's vulnerable and/or worth the attempt is going to be flying the US flag anyways, so fuck'em.
