What do they care? They’re already breaking all kinds of laws, not having a license isn’t going to stop any of them

Most of them probably have expired drivers licenses.

They're bringing people in from other states too. Can't revoke licenses on behalf of another state, and can't break reciprocity.

Because you can arrest them when they drive without licenses, my friend. It really is that simple.
