That's kinda the point of sanctions, though. Hurt the country so their government does what you want.

Honestly, the point of sanctions seems more to be that the country developers slower than everyone else.

It's not so much as to get the country to do what you want, so much as making them weaker than everyone else.

At least when the US is involved.
