It could be considered fair if it were done in a specific order:
All USA military recede from Minnesota
Canada enters
Canadian Military recedes from Alberta
USA enters
Done any other way is just asking for the USA to start an invasion with little to no resistance.
Just change the deal once MN is Canadian and stop there.
