Edit: it's pretty much certain it won't happen during World Cup as it is organized by friends of trump, but any events that this admin doesn't like should be on their feet.

If I was going to create a false flag bigger than 9/11, I'd need it to be both visually horrifying, and larger number of victims, preferably white people, sick people, and children.
To go with the propaganda of the pretense to invade Iran, it doesn't really matter what the delivery mechanism is, but I would be willing to bet a tiny nuke would be used. Most likely a W76-2 or but a W80 warhead at most. thats 5-150 kton yield.
