The shortest person I know is about 4 feet 10 inches. So, even if she slipped in, the water would only come up to her neck.

It's almost like drowning in a kiddie pool. Even if you can't swim, it doesn't make any sense to me.

Canals are not always 3-4 feet deep. Swam in one before and I could only just touch the bottom near the edges, the middle was deeper.
