He implies that putting more resources into education wouldn’t make education suck less, when the reason it sucks more is that we took resources away from it.

The US doesn't have an education program. It has a propaganda program that has whitewashed our history and only trains the working class on how to sell their labor and not educate them to stand for themselves.

The decline in US literacy started way before cuts to education

True. But regardless of funding, it sucks because it's "revised" history, eg, lies, lies, more lies. Or national mythology, however one says it.
