i think it's just alphabetical. you can pin a bookmark to isolate some under a different sidebar heading, though, and bookmarked items there can be re-arranged.

As was mentioned, you can bookmark them, and then rearrange the bookmarks.
Also, it's likely the drives can be renamed, if you think of an alphabetical naming scheme that gets the order you want.
Also, don't forget that you have the option to add a separate file manager, if Nemo doesn't quite fit your preference. I don't have a recommendation though - I really like Nemo.
I do have a recommendation: Double Commander, but I haven't used it much.

Hi @ehtron@mastodon.de I keep trying the drag and drop and it doesn't seem to work. They behave as if they are locked in place. Not sure if there is a system setting that is causing this behavior?
