I think the Reflecting Pool should be treated as a metaphor for his entire presidency - a dumb idea implemented without review or oversight by a presidential crony for far too much money, and an immediately obvious complete and total failure.

It's completely normal for this to happen after any shutdown, because all the little places with water grows it, then when you fill it back up it quickly spreads till they dial in the chemicals.

The problem here is they fucked up the color so it'll always look shitty.

And whoever is maintaining it now won't be able to get the algae under control.

It highlights how relatively normal speed bumps keep causing massive issues.
