From the article it seems like this is mostly the hunting and wildlife department, not driver's licenses. It still sucks, but the headline is not technically correct because it is hunting and wildlife license owners.

The only IT departments I’ve seen who are more overworked and under qualified than government is health care and educational institutions.

And this isn’t even on the IT department themselves. It’s the usual suspect: 3rd party vendor contracted to store data. But yes, the point still stands that they are overworked, underpaid, and sometimes underqualified.
