Fuck right off. Anywhere Neil shows up should immediately be designated wildlife preserve and all locals evacuated permanently.
Because they are trying to convince the general public into leaving the seal alone. Saying if you guys fuck with the seal too much we'll need to kill him" should stop a large chunk of the population from fucking with the seal
