Don't know anything except the article about this, but in general this sounds like theater. Having a for profit corporation in charge of a public bridge and no sufficiently regulated is simple the fault of the government, and of the ideology behind it.

If you breed dangerous predators and then let them loose, shooting them after they kill someone is a pointless victory.

PS: So this is also a failing of the press and news media for not reporting on this very obvious problem of privatization.

First you have to convince the taxpayers to pay for building infrastructure and then give it to you for pennies

In some countries, the Expressways and Freeways are operated by public entities, rather than state transportation departments. For example, in Japan, the Shutoko System that runs through Tokyo is operated by the Metropolitan Expressway Public Corporation.

Comparing that to the United States, that would be like if the sections of the Eisenhower Interstate System were operated by "Name of City Expressway Transit District", who has a publicly elected board at Election Season and bills people for using the system.

That's how you become CEO of road.
