https://www.formula1.com/en/latest/article.sargeant-and-williams-handed-penalties-for-pair-of-qualifying-infringements.4E1ERVI4Bsb3tcB7eAyQG.html

“The fact that a driver can see a green panel or flag ahead, does not mean that overtaking can occur in what is still a yellow flag zone. Overtaking can only occur after passing the green panel or flag. It was also noted that he did not make a sufficient reduction in speed.”

Fair enough, I guess.

F1TV went over it in the post-race show at around the 15 minute mark. The panel kept switching between yellow (or white) and green. Super confusing to me.

I agree, and mistakenly assumed they would give him a warning or announce something had malfunctioned with the panels. I don't know how anyone could say what colors were supposed to be followed when the boards were a mess and there were no flags being waived besides blue flags.

I saw no yellows at all.

Does anyone have a clip of this? I can't find it on YouTube.

There isn't much to see honestly. It was at the end of Q1, after Alonso's spin. Someone else was going slowly through the section (1st drs zone) and sargeant just flew past him

Why is this in PDF form, has any security checked it?

FIA documents are regularly PDF, this is normal for the source
