AFAIK you don't block out specific languages. Instead, unless you don't set any language filter at all, youhave to specifically include languages you want to see posts in. So there are probably a bunch of people out there who don't necessarily mind seeing a few posts in different languages but don't care enough to include other languages.

Because it's targeted at users who don't necessarily include german in their language settings.
