Cortex Prime. Extremely hackable, nearly impossible to break. Powerful to reinforce flavor with mechanics (which is what I think you're going after). Simple mechanics (if you don't go ham with the Mods).
Also might want to consider having 2 referees. The party will split, and this would keep things moving.

Quantum is Setellagama's ultra lightweight 2d6 engine. They've got a few genre titles. It's their Cepheus Light stripped to its bare essentials, to the point that it doesn't make sense to call it Cepheus anymore.
They are very strict on what sort of content goes there, though.
