Sure, I can see how expense is not equal (especially comparing infrastructure use say compared to an Asian country).. but a lot of the rural roads are how you access farms and farms are fairly important.

Sounds to me like the fix there is to better maintain rural roads, rather than lower the speed limit and let them further deteriorate?
Eh, in my opinion that's not a great paper, it's basically just an essay with some references, not a RCT or a literature review. They also make the point "...so what if cats kill 10-15% of the annual population that's a usual predator -prey ratio".. except.. its an introduced prey???

Surely if you want to force manufacturing back to a country via tarrifs you need to be smart and have a graduated tarrif over say 15 years increasing annually. That puts the market on notice but more importantly gives time for infrastructure and skills to be developed without immediately fucking over the population
